It would be really cool if returners had the option of where to let it go, and for the ball to bounce based on tactics/build, so a boomer is more likely to get the touchback over the finesse guy.

if optional, who would select the option to take the fair catch on the 4 vs the option to hope it bounces in for a touchback? its not a live ball that can be recovered if the receiving team doesn't touch it--it will either go out of bounds, be downed pretty much where the fair catch would have been or it will go into the endzone
the OP is saying that because there's a 50/50 chance it bounces in for a touchback, the PR shouldn't call for a fair catch and get stuck with crap field position. makes perfect sense to me.

I'm guessing LHF and myself at least would take the "no fair catch" route. I trust my returner builds and my ST setups well enough to not desire a fair catch even when it's within the 10 yard line. But the option should be available to those who desire it. At least, with it being an option, nobody can say "But I could've ran that one all the way back! Why does it force me to make a fair catch?"
