no, I asked that quite awhile back and its a no go.

No, they say the leagues are on different servers, and won't switch them, but I know for a fact that regular teams have been switched to casual, just not for users.

So the answer is no.

I understand teams can't jump servers, but would be nice if, supposing a Casual owner wanted to change to a normal team, they had a way to "exchange" teams so the flex cost would be as if they were simply re-newing the causual team as a normal team and the normal flex rate, rather than have to incur the extra expense of buying a new team.

Buy new team = 1000 fp
Renew team = 400 fp

Could just buy a new team. Drop the dots from the casual and not have to worry about the big chem hit when putting them on the purchased team.
