I don't know. It was a short punt, so maybe that factors into it.

Closest defender was within 5 yards.

He's not saying "The nearest guy is 10 yards away", he's saying "There is only one guy within ten yards of the returner". There is one dude within ten yards (5), then the next one is some 15 yards away

Its programmed so that anytime a team has a QB at P it produces a fair catch... a sort of mercy rule, if you will.
