We call it "regressing to the mean". It holds true everywhere for people who are poor or middle income. The govt gets paid to control our experience to enhance the experience of te wealthy.

So, let's say a dude bought a box of really expensive cigars, super-rare, top-quality, paid like $10,000 for 'em. He decides to take out an insurance policy on the cigars to cover flood damage, fires, theft, etc. He proceeds to smoke each of the cigars, then files a claim with his insurance company, claiming that the cigars were all "destroyed in a series of small fires." Would the claim be accepted, or would jampysos still be an awful poster?
