Take a red sticky note, cut out a circle the right size and place it over the offending "bubble". This trick works on everything from desktops to smartphones.
You have to leave GLB and come back AFTER reading the post. (Sometimes it'll go away if you just leave the forum COMPLETELY and return.) Otherwise, check the Suggestions tag beside the Admin Announcements and find the suggestion about being able to "mark as read" any and all forum threads and give it a bump.

If a thread gets stickied, un-stickied, locked, or un-locked, that triggers the "NEW" bubble on the FORUM -- but not on the thread itself -- even if no actual new posts were made.
If you click into the thread that was stickied/unstickied/locked/unlocked, it will make the "NEW" bubble go away.
If you're not sure and if it really bugs you that much, just start clicking in every thread in the forum. Start at the top and work your way down until the "NEW" bubble goes away.
EDIT: This little "feature" is actually a big reason why in a lot of team forums, you'll see people do a post that just says "Stickied" or "Unstickied" in a thread after they've done something like that to the thread. That way the thread itself also gets a "NEW" bubble, so people don't have to hunt for it. I always try to do that in my team forums, because it drives me crazy when that "NEW" bubble just - won't - go - the fuck - away.
