You will be behind three or so levels the entire career, though you get to catch up three boosts at plateau. But you wind up with less veteran points since you start gaining them later that way.

The very best dot comes from not boosting, but it's much easier to boost and will be better anyway if you don't do everything perfectly.

If you are a quality builder, the non-boosting dot will likely have a superior build in spite of a few less VA's.
Then comes the question; are you looking to place on the All-Time GLB list? If so, your stats will suffer during the building years with the non-boosted dot.
EDIT: One thing for sure, absolutely boost from L22 to L25 when the time comes.

BUT -- good luck on finding the owner that will let you start when you are 2-3 levels lower -- You may be the best player that never gets to play.
