Regional Minor human dots? I can understand that. Regional Minor CPU dots? I'm not quite as sure there. CPU dots have more evenly distributed attributes and put points into SAs, iirc. Unless SAs are stronger than attributes I have a hard time finding this reasonable. That said, as long as it doesn't happen at a high percentage I guess its not totally unreasonable.

These dots are not even halfway to completion if they were a human dot and a cpu dot at the same age can hit near max range kicks for end builds...ever? One out of ten is too often. Garbage.
