How are seeds determined for this? Is it strictly effective or average level?

It's completely random and terrible.
In PW there are teams with CPU rosters with first round byes and a couple of games where Gold teams are pitted against another Gold team.

Only an admin would know but it's likely either just random, or by when people sign up (ie filling in the bracket as people sign in)
Did all the "underground" teams sign up at about the same time? Could explain that.

I don't think it's first come, first serve based on the fact I've been the first to enter a couple of times and still ended up with a tough first round game.

Also got in just before it closed and didn't get a bye. So I'm positive it's either random or GLB intentionally makes the brackets really bad.

No the underground teams did not sign up at the same time. What would signing up at the same time have to do with byes?
My suspicion is that someone had their hand in it. We have dealt with discriminate admin in the past. Would make sense for them to get rid of a big chunk of underground teams before the tourney really started.

No the underground teams did not sign up at the same time. What would signing up at the same time have to do with byes?

Pretty sure it's entirely random. Would be bad for business if they intentionally set the tournaments up like this.

Here are some facts. There is no way this was random.
Only ten teams did not get bye weeks.
6 of the ten teams were MLF teams.
Only 6 MLF teams entered the tournament.
3 of the 5 first round games were MLF vs MLF.
Half of the MLF teams would be eliminated and would never had a chance to make it to round 2 no matter what.
