Keep in mind too, Effective Level and Player Value only tell you part of the story. As Romo mentioned above, they show you how efficient a build is, but all that means is that the dot is being built in a way that maximizes Major attributes... any Major attributes. And most Archetypes have at least one Major attribute that is only kinda useful and not very important.
If I build two Elusive HBs, and on one of them I spend the first season pumping Speed (a Major attribute) and on the other I spend the first season pumping Vision (also a Major attribute), they'll both have the same Effective Level and the same Player Value... but I guaran-damn-tee you the HB with more Speed is going to perform a helluva lot better than the HB with more Vision.
EL and PV are absolutely useful numbers... but you have to understand what is being measured, what it actually means, and what it doesn't mean. At the end of the day, nothing can really replace just looking at a dot's build and watching how they perform on the field.

One more thing as well. You can kill a build by building JUST to get the best EL. Mostly because you wouldn't be doing what Novus advises (pumping a major attribute intensely for the first season or two) to accomplish a great EL. Or, better said, it means MUCH more at the END of your build than it does at that start. There's a VPB script out there (Virtual Player Builder) that helps you plan out your builds and see what they look like before you actually build them. Stick to the plans and you'll notice your EL doesn't really start to explode until you get late in the build... which is best for high quality builds.
Powerbuild all the majors with SPs into the 80s, leave minors around 1st/2nd cap, convert all bonus tokens to SPs and BAM you have a 1600 EL HB who can't play for shit.
% AEQ comes in huge in EL. Dots that get all SA AEQ will generally have a higher EL because they had extra SPs to spend on the attributes. However, in game performance will suffer dramatically because % AEQ is way OP.
Recruiting linemen is especially painful. So often I see a 1450+ guy and message him, opens the build and he has 80 vision/confidence (WAY TOO MUCH) and 80 agility (NOT ENOUGH)
