Did you just send offers ?
You need to send a PM to every agent explaining them what are your plans for your teams. What type of player you are looking for. What type of offense/defense you run and how you'll use that player
High salary = bad (early in the build)
So if a team sends a 3000$/day to my day 0 or 40 player I'll just reject because team cant be good for the long haul

You will also find that a lot of people don't like casual leagues which reduces your target audience.
also, if you dont have a bunch of guys committed early on, most people wont sign up. i wont sign up for a roster that is pretty much empty.

Anymore recruiting is best done between you and people you know. Building a reputation of hard work on the gm level will also help somewhat.

I just looked at your team and I see 3 human players. One of those human players has all their equipment in confidence. No way I would sign to your team. Your going to struggle filling that roster for this season.
Its best to start getting with agents and asking for their help in filling the roster for next season or even start over next season if you can enough agents who will be building new dots and are looking for a home.

last season I bought a rookie team and filled it within 3 days of regular season starting. you may have to take what you can get dot wise then upgrade next season.

It wasn't a casual team though was it? Casual is much more difficult to do that.

Recruiting is veeeeeeeeery difficult... when you're bad at recruiting.
If you don't network, not even a little bit, recruiting is hard.
If you just send blind offers to people, recruiting is hard.
If you PM agents but you write like you're 6 years old, recruiting is hard.
If you PM agents an 84-page manifesto about you and your team, recruiting is hard.
If you PM agents with an obviously copy-pasta message that doesn't even mention them by name, recruiting is hard.
