Bear in mind, jdbolick could probably answer these better than me, since he wrote the plan himself, but I've made enough failed attempts to "improve" on it that I think I understand what he was going for.

Wouldn't I want to keep going until above 47.07 but lower than 48.07?The idea here is that you want to reach the first cap as soon as possible and at low a level as possible, so as to get the most value out of your Automatic Level Gains. You'll usually end up hitting 32.9 on Day 48 of your creation season, and you should still be holding onto your 15 initial Skill Points. So that's when you use Bonus Tokens to buy 1 more Skill Point to bring you to 16, and then put all 16 Skill Points into your first attribute, taking it straight up from 32.9 to 48.9 and getting it over the first softcap. THEN you boost.
Then boost. How many levels? All three? All in one shot or just one level at a time?On Day 48 of your creation season, after you've 1-capped your first attribute, you'll want to boost 3 times. I'd do it one boost at a time, simply to get into the habit... there will be times later in your build where you'll want to boost just once or twice, do something else, and then use your remaining boosts, either right away or a few days later. So it's best to get into the habit of just doing one boost at a time. But yes, use all 3 boosts on Day 48, 1 boost at a time.

I assume it is to increase bonus tokens but I'm not sure.You are correct: to get more Bonus Tokens, which you'll soon be using to unlock 4-way Multi-Training and to buy Enhanced Training up to 30% each on your first 4 attributes. Some people like to either Intense train or Light train here instead, but from my own checking, I've found Normal training
at this stage in the build strikes a good balance between training gains and BT gains.

Long answer: it's complicated, but usually, yes.

There's always exceptions, but if you just stick with the short answer, you'll turn out fine.
