theres OOP for every position not playing the exact same position. even if it is minimal, theres a penalty.

no numbers for any oop im pretty sure.
i guess if you really have to do it, you can. i cant see it being a big OOP but youre probably better off trying to find a decent CB but do what you have to.

Fbs make good TEs. TE make OK WRs. Etc.
For similar positions (TE/FB, TE/WR, HB/FB, G/C, C/OT, OT/TE) the penalty is such that I would not hesitate to say use a rec FB at rec TE, or a faster OT at BTE.
Would I put a WR at rushing QB? Hell no.
Also, the penalty allegedly does not depend on archetype, so a BTE can play WR with a penalty equal to a RTE playing WR. Again, probably guess in the 5-10% penalty range to attribute, and you'll be close. It also does not affect VAs, but obviously if you have possession WR on a TE and put him at OT or whatever, it's null and void.

so you guess it comes to 10% then if I have pure 110 speed then 10% off I get 99!? it seems too much penalty for that...even madden takes fewer

Yep. Usually best to avoid OOPs altogether if you can.
I've seen people use a power HB playing FB and make it work... but it's only worth trying because there's not much benefit to having a dedicated power-rushing FB taking up a roster spot that could be filled by a more-useful player.
On my own team, I use an OT to fill the 3rd TE position in goalline plays, but that's only because my team has an unusual roster and a weird offensive system that works best with only 2 TEs.
For CB... man, you should probably have at least 5 CBs on your roster anyway at a bare minimum, probably more. So there really shouldn't be a need for you to play an SS at CB at all. You'd be better off just recruiting a fair-to-middlin' CB (not even a good one) and just burying him at the bottom of the CB depth chart... he'd still probably do better than a SS at CB.

No. The actual OOP penalty has never been disclosed exactly like much of the rest of the math in the sim. There have been tidbits in Q&As but nothing specific.
