Push harder in attributes early in the build. It also seems like you may not have done any multi-training. Except at the very beginning and very end of your dot's 280 days, you want to be four-way multi-training with the three attributes you've unlocked all enhanced an extra 30%. That will give you a lot higher attributes and more equipment points. Here's a decent guide to starting a new dot:

If going strength first then pick one pound below the maximum. If picking speed first then pick one pound above the minimum. Enhance the first attribute to 10%, train intense three times, enhance to 20%, then train intense until you have a nearly full bar at 32.9x. Convert 15 bonus tokens to a skill point and cap to 48.9x. Then boost. Next season you'll enhance to 30% and normal train, then second cap, then continue normal training, then third cap. Note that a WR is not a .5 ALG dot, as it's 0.4. That makes the build a little different, but I don't have a paragraph on how to do those. I think you wouldn't worry about the weight (just pick the minimum if you want to be fast) and you would start multi-training after second capping instead of third capping. You still unlock the three main attributes, enhance those to 30%, and take those three mains to anywhere between 73 and 83 natural.

What JD said. Your main atts on a Speedster would be Speed, ag, and catch.

Carry, vis, stam would be next on the list.

Backing up JD's point, most speed WR's have 150+ speed (with equipment) and some of the best have 160 or more.
