Dots that want to climb the HOF ladder do this in decline too.

Fun fact, a lot of dots that say "WL ONLY" dont get WL offers and go to natty pro. Regional pro you can recruit but it'll be tough, better to keep a group of guys from L1 to natty pro imo.

Its just part of the process at lvl 79, most dots already went thru regional pro.
