Most dots on the team are level 32, would it be best to boost to level 35 now?

Yes, thats what my team did. You won't lose any xp by boosting to 35.

Technically you are in university. You should know by now when to boost smart guys. What university division 1?

I tend to avoid boosters at the university level to avoid penalties from the NCAA.
