I can't remember ever seeing anything posted on the matter, and I have never had it happen to a dot because I rarely if ever keep them into decline seasons.

But, for example the prerequisite for OTK VA is 40 confidence, and a dot has some points spent in OTK

what happens if/when decline causes that players confidence attribute to drop below 40?
does he lose the VA, and if so does he get those VA points back to spend elsewhere?

Decline does not affect the prerequisites for VA's. So no you do not get those VA points back, as you can still use it.

For example on my old player he has 52.69 confidence, with a decline of -35.57 for a total of 17.12. he still has 15 points in overtime killer which requires 40 confidence. Same with big heart, don't have points in it but it is not restricted.

But, since you can reset your VA's, if you took the points OUT of OTK as your dot is currently below the requirement, could you put your points back into it again? Or if you only had 5 in OTK, could you add more from a reset?

You can add more points. It checks your base attributes, pre-decline. Decline is (oddly enough) treated like the opposite of the attribute VAs.
