...because the team had three RBs? ...because the team threw 65% of the time? Stats don't tell the whole story.
It's a good start for a scat back

You would think a good start for a scat back would be to chose the scat back archetype

Not automatically.
The best Archetype to choose is whichever Archetype helps you get the maximum amounts in the Attributes you need the most.
That usually lines up with the "correct" Archetype, but there are big exceptions.
For example, on my all-rushing team, we decided that for our blocking WRs, the best Archetype to use was actually Special Teamer, not Power.
I've seen several people say that when building a HB or WR who is intended as a return-specialist, the last Archetype you want to pick is the Returner Archetype, and you're actually better off with one of the more-standard Archetypes instead. They make a compelling case, especially since the Returner Archetype has 5 majors and thus has lower ALGs.
I've seen people who swear that the best OTs for pass-blocking are actually Run Block Archetype OTs with an unusual build strategy to set up a different sort of attribute mix.
The Archetype names are just there so you can tell one Archetype from another. The names themselves really don't mean much of anything.

Scat HBs have catching as a major, elusive's have vision. Why would a scat HB want vision over catching?
He's building a scat back, not a return man, blocking WR, or pass blocking OT lol

Again, it all depends on how high he wants to take Catching. I've seen more than a few people who believe that since HBs and FBs are often covered by LBs or Safeties instead of CBs and are rarely double-covered, they don't need as much Catching. So I could see someone deciding they can do fine with Catching as a minor and Vision as a major to help with YACs.
Oh, wait, I forgot to add in a pointlessly dismissive and condescending "lol" to the end of that sentence. Ah well, too late now.
