How high of throwing would be adequate enough for a scramble QB... basically thinking screen passes and slant routes at the most? 80?60????

Screen passes you could probably go suuuuuper low. Slants on the other hand would require actual passing skills (a lot more than 80 throwing). Unless you want to deal with a boatload of INTs/deflected passes. With a blended build your QB could hit an open receiver, but any sort of contested pass and you're playing with some high risk.

Most successful dual threat QBs have carried two sets of EQ.

It is usually best to make a pure scrambler or a pure passer.

What's super low.....1st or 2nd cap?

For shits and giggles I threw our DT in at QB in a game that didn't matter and he completed 10 out of 10 screen passes. I believe your throwing will come close to soft cap just thru ALG gains.
