I'm trying to get to 4 AEQ on a few of my new players. Worst case scenario you're building everything.

1,200 - upgrades
700 - Building 4 +5%/+3 attr

So that's 1,900, which is obviously a bit ridiculous as it assumes that one has no successful shopping trips. What is a good number I should shoot for? I'd like to try for 4 with 1,500-1,600 tokens. Is that possible?

You're numbers are off. Making a 5% +3 costs 125 BTs. 4 of those are 500 not 700, making the worst case 1700.

I would use 1600 if I were being conservative, but more likely you would get by with 1500 BTs.
