When creating defensive plays is the HB and FB weak/strong saying that a defensive player with HB weak will only pick up the back if he goes weak?

Basically, yes.
However, there are Vision checks involved as well, and sometimes Vision checks fail. And things get wonky when a back starts out going to one side, crosses the line of scrimmage, and cuts back across the field towards the other side.
So, be VERY careful using the HB/FB weak/strong coverage options.
