Aside from Quick Feet, what kind of EQ/SAs/VAs, if any, would make hurdle fire more often? is hurdle considered a kind of fake, a break tackle move or neither?

I think the answer is "add more sp into hurdle."
You need realize that "hurdle fire" not equal to "successively break tackle"
