it depends? Is flex an issue? Then wait till the end of the season. Just make sure it is before day 40 so you can request a rookie reset.
Do you already have agents recruited and ready to build on day 40? Make a private forum and discuss team philosophy and strategies. then buy team after week 8 and save a little flex.
If Flex isn't an issue buy it any time you want.

Why Day 21? Because that's when people can start posting threads in TLFP and PLFT for next season.

I almost didn't create a dot for a team I committed to last offseason because the guy waited until day 41 to try and buy a team. He forgot Bort waits a couple of days to free up rookie teams. After a few days into the offseason I was under the impression the guy had decided not to buy the team.
Waiting until the offseason to buy a team is a good way to lose a shitload of commits.

by next time, i really meant the next team you want to buy.
when i was trying to get back into the game, i kept missing out,
because i'd wait too long to try to get a team, and then all the rookie teams were gone...
so i'd have to wait for another season; happened like 2 or 3 times.
finally i said heck with it, bought the sorriest CPU i could find,
started creating my AI, reconnecting with old agents and meeting cool new ones,
eagerly awaiting day 40 to make my new players. now i have a great team,
great agents, a well developed forum, AI, and our team identity firmly established!
so what i meant to say was the next time you can buy a team, do so, imo,
from my experience. unless you like holding the bag. but, that sounded too much
like an ad for GLB to my ears, so i tried to be witty about it. sorry i failed then to get my point across.
-and sorry my keyboard is so messed up; as if my shorthand isn't confusing enuf

If I own a pee wee team right now and want to move to rookie next season...But, start over with the dots... I would be able to get the chemistry grace period, would I? Would it be best to sell the team and buy a new one?

You can not move a team. It stays in that specific league. You will have to buy a new team and re-sign everyone. I'm aware of that part. I had no intentions of keeping these pee wee dots. I just wasn't sure if I could move the team up to rookie and then sign new dots. But, it would seem if I were able to do that (which sounds like I can't anyway) it would be a major killer on chemistry.
