I want him to be on pace with the newest dots for next season. Please anyone let me know what day i should make him

If you plan to boost than you have til Saturday. If not boosting than you have til day 0 of next season.

Wouldn't you still be able to get him to level 79 if you build today and boost at the end of season 1 and then each season after that?

Yes you would, but would be behind a few levels until pro
Eventually yes you make up the levels, and end build may be slightly better if you do things right

That initial boosting in creation season after you hit 1st cap on primaries may be more important to end build.
