been messed up for four or five seasons now, very confusing and contradictory. what's the holdup on fixing it? if can't be adjusted, please disable it.

The form itself works, the issue is just with what displays on the team page once you've submitted the request. It's been brought up before on this end, but I'll send another reminder.

can we just leave it as "none" if we want to move up one rung as normal? the options really only seem relevant to teams that want to demote or masochists who want to move up further than they should

Yes, you can leave it as none.

FWIW I've been a mod for 2 days and a team owner has already asked me what to put if they want to move up one rung as normal. I think it could probably be presented with somewhat more clarity.
