1) They both have their pros and cons. Blitzers are harder to find a team that will use them properly.
2) Check their primaries. Speed above everything. More so on blitzers than coverage, which will also need a hefty dose of agi, vis , jmp.
3) LBs do not have a lot of useful SAs. I would focus on shed blocks (on both) and swat balls (on the coverage). Potentially diving tackle. A blitzer will want first step as bonus SA. A coverage guy might want super vision.
4) Too many choices that depend on exactly how your player actually is used. Can't help you here other than give you a huge list of possibilities or giving you my opinion which isn't considered a good idea by other people.

3DS is terrible for a blitzing LB.

Do you want a LBer who blitzes or covers?

Even if he wants a LB who blitz... you have to find a DC that will allow him to. Lots of team just don't use LB Blitzer properly. Find a team that does if you wanna make a blitzer.

If you want to use bull rusher on your bLBer, you can't go with the lightest weight which is 240; 245 is the minimum for bull rusher.

wouldn't recommend it for any blitzing LB

Either way, I'd make both guys quick and possibly make Speed the Major attribute, especially early on in the build. Coverage guys need to be quick to cover TEs and possibly WRs while blitzing guys need to be quick to get to the QB

I love my strength based LB at the moment.
I went all put on strength early on and now going to go crazy with speed agility vision

Might be stupid but who knows.

I'm thinking of retiring him though and that is why I ask about coverage vs blitz

I guess Strength will help him to shed blocks, if he is to be a power rusher that is

That does depend on your personal player tactics though
