If there is a play in a defensive AI that calls a ROLB1, but the team doesn't have a ROLB1 listed, does it then refer back to the ROLB position?

I would believe so, yes. Either that or from your depth chart order. (meaning; your team will first use the dots per position according to your depth charts... and fill any empty position from dots behind the starters in depth.)
