didn't it used to be that way? when did it change?

dots should never NOT be able to accept an offer because the roster is "full" with CPU dots, especially when owners usually didn't request those CPU dots to begin with (see excellent existing suggestion here http://goallineblitz.com/game/forum_thread.pl?thread_id=5012442)

"Sorry, signing the selected contract would put the team over the maximum roster limit of 55 players."

+1 and if there is a CPU at the same position then that should be the cpu released. for example if you sign a WR then a CPU WR should be released.

or perhaps the system could be set up that the very act of offering a contract when team is at 55 with CPUs cuts one of them

how does it work for CPU owned teams that send out auto-offers? there must be something coded that says "Cut a CPU dot if this offer is accepted"

There is an option you can set on the roster page. Choose Edit Team Needs and then Yes, And Drop CPUs under the Autooffer column. Would be interesting if that setting carried over to human-offered contracts as well.
