It's annoying and serves no purpose. Most people know where they want to go with their dots by this point and most people recruiting have been for a while. Other than possibly sorting teams into their no leagues there is absolutely no valid or good reason to have the signing freeze other than to annoy people.

At the least this should be done for teams with lvl 79 players already, or Pro/WL teams.

Maybe if they are going to a lower level bracket set something up to auto cut anyone higher level than that bracket when the team gets moved.
