Are "tags" only recognized by your team if you're set to the "tagged" preset?

Yes, and you'll need to consult that FAQ I listed above to know what tags you can use for the 'Tagged' preset.

Any idea why the tags don't seem to be saving?

After you click 'Scout Team', pick your team from the dropdown and then hit the SELECT button.

Then apply your tags and they'll save as you go.
