I couldn't remember off the top of my head, what level is it that the +5% items FIRST start showing up.
I seem to remember that around level 31 was pretty ideal for picking up items that are *half* filled in. ie. either +3 to a stat by itself, or +5% by itself
I know there's no guarantee, but I seem to remember thinking once you got to 41, 51, etc. they started to have a lot of both stat + % filled in, which actually made it harder to find a "useable" discount. (Probability of both coming up with what you want being worse than getting half right, and purchasing the other half.)
