How do you dictate which TE goes in the right and left side of the line?

So my current understanding is:

BTE LT LG C RG RT TE (TE or BTE?)

Where does the second TE on the right side comes from on the depth chart? Or is it its own slot? How does filling in the goalline specific chart affect it?

If you use the goalline specific TE chart, then it fills like the following:

GTE2-LT-LG-C-RG-RT-GTE1-GTE3,

where GTE1 = the first TE listed in the Goalline TE list.

I have had
TE slot with 3 TEs (1 receiving)
BTE with 2 TEs and 1 FB (all blocking or strength)
goalline specific EMPTY

Told it to fill both sides of goalline formation with BTE - got all 3 TEs in on the plays and often the receiver on the weak side I was running to.

Have switched to using the goalline-specific TE slot with my 2 TEs and blocking FB.

Haven't had any problems with those 3 filling the spots now. But order of fill hasn't been consistent, might be tied to energy levels and filling with highest energy level first (running at 99/98 substitution).
