So, I've never done anything with it, but how exactly or whats the best way to use the packages option of the tactics AI?

You can narrow down exactly which plays you want for certain situations. For example:
My Packages:
Inside their 5 plays
3rd down between their 5 and 10 yard line (have to have the right pass play so your not throwing short or too deep)
1st/2nd down pass plays
Outside Speedback
Inside Speedback
Power HB Plays
Scat FB Plays
3rd and 0-3 plays
3rd and 3-6 yard plays
3rd and 6+ yard plays
4th and 0-1 plays (anywhere on field)
4th and 1-2 plays (Past 50 but outside of FG range)
Mix of screen plays (Wr,Te,FB,HB etc)
This way I can isolate exactly what and when gets ran and by whom it gets ran by.
All based on my scouting of the opponent.
1) Do they stack the box on 3rd and short?
2) Do they play cover 2 or double cover WR's?
3) Do they leave the HB or FB uncovered on pass plays?
4) Do they double cover the TE?
5) Do they play zone?
6) Do they blitz?
I use the scouting tool to narrow down the exact down and distances that match my packages and then I just change out the plays based on what I see.

Packages are easier to set up than regular play after play when setting up AI. whodey is absolutely right though.

Well you can do this without packages too, The main advantage to packages is that it allows you to set something up in several different places in your AI and then only have to change it in one place. Just like how programmers won't hard code something into a program, they'll just initialize a value into a variable that can access that value from the variable and if it needs to be changed it only has to be changed in that one place instead of every instance in a program where you may be using that value.
