Is there a reason behind why lower lvl players do not add equipment? Am I wrong adding equipment as soon as I create a player

Not sure I understand exactly what it is your asking? Upon creation you get 4 free pieces of equipment and the option to add "custom equipment" which can cost 600 flex for permanent custom equipment or 100 flex for a 1 season use of custom equipment.

it seems like he probably notices people on his team do not have equipment on and he is wondering why.
The best way I can answer that is some people don't feel the urgency in adding equipment because rookie leagues just don't matter to them. They are building for the long term and have probably just been lazy.
for example, my lower level dots I just never got around to adding EQ because I didn't feel the need. When the team owner sent me a PM asking to put it on, I did so.
so laziness or lack of urgency since it really isn't important are the main reasons I can think of.

Has to do with the zero cares because if your building for success at the top levels than your dots mean nothing til at least level 40 at minimum and most teams I am a part of literally don't care til they are in the Pro leagues. Kinda sucks to be honest.

I can add to your confusion... and hopefully clear it up at the same time. Your first 4 pieces of standard equipment is free. You simply select, augment, and equip. This is the ONLY time your Equipment will be free. There are SOME people that don't get their Equipment right away because you can ENHANCE that free Equipment... but ONLY when you first select it. This method is generally used by slow builders (a different question for a different day) as doing it this way means you'll most likely be without EQ for a long time... doing one piece at a time... since enhancing ANY Equipment takes BT's (unless it is CEQ [custom equipment] which costs flex.... I'll cover that a little later.) Enhancing your EQ is the same as making your own AEQ (Advanced Equipment). AEQ is equipment you cannot get until later because it takes BT's (Bonus Tokens) which can ONLY be gotten over time from training.
CEQ is bought with flex and would be the 5th piece of EQ your dot can wear.
You can also be awarded special EQ called "endorsements"... those are given by GLB randomly (for on-field accomplishments... like winning the MVP or whatever.... I think, anyways.)
Generally speaking though, what the others above me have posted are the most likely reasons... just not the only reasons.

I've been here for 30 seasons and I have no clue wtf you're saying here. I think you've added to his confusion then added some more.

Your first piece of regular eq, in every slot, is free. You can buy it in season 1 or season 9, it's free. Enhancing it every 8 levels is free. You can reset it every off-season for free. As long as you only have 1 piece of regular eq per slot, it'll always be free.

This! People with 20-100 dots, building for WL caliber players, don't usually plan for rookie ball. Their players go unequipped and tactically ignored for 3+ seasons. Some people won't even buy CEQ until they know they're committed to the dot (as in, won't retire it due to shitty build choices).
