I own a rookie league team, and am trying to figure out how to better use the WR on my team. My top WR played in every offensive snap in the last game (64) and the #2 played in 63 of the 64 offensive snaps. The rest of the guys only came in when we were using 3, 4 or 5 WR sets, the top guys never subbed out once. I am using the standard 98/99 energy levels in the tactics. There are big chunks of time where I see my WR drop down to 10 breath, but they still don't sub out. How can i get them to sub out, especially when they are tired?

You are using 1 WR in each of the specific slots, that is your mistake.
The specific slots are exactly that. They override the general 'WR' depth chart section.
For a 5 WR play, to illustrate the WR slots as a whole, it's:
WR1 WR3 O-Line WR5 WR4 WR2

For a 5 WR play, to illustrate the WR slots as a whole, it's:
WR1 WR3 O-Line WR5 WR4 WR2
Being that it is rookie, you really don't need to be using the specific slots. Just remove the dots from the specifics and use the general WR depth chart.
