we were put into univ league with our day 40 dots, cause there wasn't any room in prep, we signed him, and than they switched us back to prep.

To comply with GLB rules don't you think out of fairness to other teams in the league that you need to release these "out of place" players....not fair having level 35 Dots with a team that should be level 22 Max.

Doesn't matter the quality of the dots. You just exposed a loop hole/exploit. "What if" those were really good dots?
Do the right thing and release them

Releasing them now would be pretty shitty since they probably won't find another team. Just chalk it up to another support screw-up.
