It's a product of how many SPs your build is 'worth'. Obviously linked to the attribute caps: http://wiki.goallineblitz.com/index.php/Ability_Softcaps
So from 1 to 48.06, each point is worth 1. From 48.07 to 60.51, each point is worth 2. And so on.
ETA: In regards to 'effective level', it's a measure of your player value in relation to players of the same position.

thanks lol all ive done so far was hit the soft cap for throwing and saved my other 13 sp for when i can cap something again

m supposed to 2nd cap my throwing i thought i was supposed to first cap vision then 2nd throwing?

If you want an attribute to hit 100+ before adding EQ (and for most position, especially QB, you do) you should focus on that attribute first and just keep capping it until you are done (usually 77-85). Keep capping Throwing until you get it to 83 or 85.

If you want an attribute to hit 100+ before adding EQ (and for most position, especially QB, you do) you should focus on that attribute first and just keep capping it until you are done (usually 77-85). Keep capping Throwing until you get it to 83 or 85.

should i boost right now or wait till later? i started at end of season 30 and boosted to 4

ahh i think i screwed up then.... i boosted twice because that would let me perfectly hit my 2nd throwing cap right away.
