On the Basic Presets tabs for my team, its says "You may create and edit basic tactics presets here. Presets may be used with the Tactics Calendar, or you may activate and deactivate them manually. Activating a preset will override your default basic tactics settings."

That last phrase "...will override your default basic tactics settings" what is that referring to? Does that mean if I set thigns within the Basic Presets section it overrides the use of the Offensive Playbook?

Sorry for the basic question. I find the terminology and instructions lacking sometimes.

It means that if you don't select a 'reset' default basic tactic, it will run your default basic tactic settings.

If you choose a default basic tactics setting for a game, it will override those default settings with the default settings in the preset you have chosen.

Your Offensive Playbook can be selected for each game, or it will default to your regular playbook.

Your basic tactics will call plays from the playbook you have chosen or your default playbook.

I'm assuming you are playing casual or you would be talking about your AI instead of default tactics.

Not necessarily, TT. When I very first started in GLB I used the Basic Presets for a while while I worked on learning how to set up the AI. It's at least good for that.
