Is there a general rule of thumb as to how many points you want in your vet abilities and at which point you stop gaining benefits?

You can only take any given VA to 15. You "usually" want to put 15 in the VA you choose as well.
General rule of thumb = put your VPs in the veteran abilities that give your player the most bang for his buck.
Don't think you want to spread the points around.

Early in career it caps at 5 and then 10, but as a player gets to higher levels it increases to the 15cap.
If you meant to say "Special Abilities" then the answer is 10. You get diminishing returns on anything above 10.

I'm guessing ROMO means don't have a bunch of VA's with 1-5 points in them. If so, he's mostly right. There are a very select few VA's that are worth just having a point in just to make them fire now and then... but that is only after you've pretty much gotten all the VA's you want for your dot. And Romo is also right in saying be SURE to read the VA's carefully. Some give you from a +5% bonus down to a 0.5% bonus. Some cover multiple situations... others are very limited. Find the one's that best suit your dot's build.

Yes. i've been one of many, many GLB'ers who have made the switch from maxing out (15 VP's into a VA) to stopping at 10 and I'm most satisfied with the results.

But seriously, i think the most you can do in the modern sim (pre-plateau) would be 4 full and one at about 10.
You should end up with somewhere around 65-69 VA points for most people depending how vigilant they are to boosting at the perfect times.
I have never seen 5-7 VA's with 15 in them.
