Probably dumb question but asking anyways.

If a defender goes to sack a QB who has high strength. Is that "arm strength" or is that like hitting a HB with high strength?

QB strength is halved for the purpose of tackle breaking rolls while in passing mode. It shouldn't be, since you still wouldn't break many tackles without a respectable investment in carrying, but oh well. Rather than nerfing blitzing all to hell, maybe Bort should have taken the halving off instead. After all, you do see QBs shrug off sacks pretty regularly in real life.

Watching ESPN clips of Big Ben and Tebow breaking tackles made me wonder how strength played a role when being tackled in this SIM.

Indeed, and you haven't mentioned the impact of momentum in tackle breaking. I'd wager a QB would not break many sacks EVEN with enough carrying investment!
