Nope. Fame is independent from the Hall of Fame rankings, as those appear to be based on accumulated stats weighted by league difficulty.
JD said it pretty well, while Fame is also dependent on playing to the level of your league, HoF is more about accumulated blow-out adjusted stats weighted by difficulty (Reg., Competitive, Elite leagues etc) and ranked by position. It's similar to the MVP formula in some ways.
