I want to make a between the tackles RB. I don't want to use a powerback though.

#1 Are Comb backs useful even with the 5 majors?
#2 Would it be easier to make a heavier, stronger elusive back?

Also, what is probably the best position for a return man?

Not the combo archetype. Make an elusive HB and then build strength as your fourth attribute: http://goallineblitz.com/game/player.pl?player_id=3801129 Elusive HB is also the best archetype for a returner, but it's obviously more expensive as a 300 flex position that can't be made with a free player.
