If it were possible to change the number of teams per league, then there wouldn't need to be as many cpu teams, and teams that were not quite ready for the big time wouldn't have to get stuffed into elite leagues to be sacrificial lambs.

I'd rather see divisions at Pro and WL where you play opponents twice a season before removing teams.
But similar to the OP suggestion...the problem is really in the league sorting & placement algorithm. We keep pushing to do a re-sort for gutjobs (which helps a little) and the like when the real problem is poorly placed teams even_before_gutjobs happen.
If you solve the bad initial sorting...you'd have a viable insta-promotion process when teams do gut after the initial sort.
