What's the best time to create a new player so he can be signed and have the best chance to boost and gain xp. Basically is there a specific day/time that will give my peewee player an advantage.

Teams can sign players on day 42. So if that is your concern make it by then to have the best chance to find a team with a spot for your player. Just don't make them any earlier than day 40
Otherwise for a peewee player, just make it some time before day 0 of the next season. since peewee players can't boost this season (you can't have any XP when you sign to a peewee team) it doesn't matter if you make them in the offseason when other players are made or wait till the pre-season of next season.

So there's no such thing as a Day 40 Pee Wee player who doesn't sign and waits for next season? Shitballs
was hoping we could make Pee Wee when others are making Rookie-intended dots and then just not boost but this isn't possible since exp will continue until the next season starts regardless if he's on team or not?

You can create your dots anytime in the offseason (before preseason!). Bort gives what are basically retroactive training points for dots created later than the old D40/D41 standard.
