The title pretty much says it all. While I realize the scout could do this, it would be better if there was a GM specific-role for editing tactics. The rest of the GMs can focus on their roles on the team, a team tactics editor can post specific assignments for the players to follow. Okay maybe someone else on the GM roster wants to do it. So click on the tactics checkbox. That way no one will accidentally mess up the tactics while looking at it. And one person with only the role of TE can spend the most time working with tactics, as tactics is a science not known to man.
