If I have +3 percent Make Tackle and 11.5 tackling does that mean I have 34.5 Tackling (11.5*3)?

No, +3% make tackle will add bonus to your final tackling score.

3 is not the same as 3%

This is elementary school math, you have to move the decimal point two slots to the left.

So it's 11.5 * .03 = 11.845

AE does not add to your tackle attribute (talking about the % multiplier part, not attribute part)

it adds to your tackle making chances

Yes, that 3% increase is added after all rolls and taking into consideration the contribution from all attributes that are involved in the roll (momentum, strength, position, agility, etc)

however if you DO want to raise your tackling stat you can go with the VA Textbook Tackler and that would raise your tackling stat by .5% per point you put in...so maxed out you could raise it 7.5%.

Tackling is not the only attribute involved in the make tackle roll. That would be the case for the Textbook Tackler VA.
