The game would be a better place, a better sim, and frankly make a heck of a lot more sense if GLB would change how Confidence is determined. Rather than have it as skill/attribute you have to build up at the expense of speed or strength which makes no sense, instead make it into a statistic that works exactly the same you just do not pay for it directly but instead it is accumulated by the other build choices you make. The better your build, the better your confidence will be.
Here is why.
The current design makes it so that for your dot to be more confident he has to be LESS capable, because he is spending training and skill points on confidence instead of his abilities.
This makes zero sense.
The solution is to take Confidence out of the SP equation completely.
Instead make confidence be a cumulative result of the dots build process and on the field performance and perhaps a "personality" system of some sort as has been suggested before in various forms could give some modifier to chemistry as well.
How Confidence Might Be Determined
For Every Base Attribute or Skill that is a Major/Minor/Other
Reaches 48 +2/+1/+0.5 Confidence
Reaches 61 +2/+1/+0.5 Confidence
Reaches 68 +2/+1/+0.5 Confidence
Reaches 75 +2/+1/+0.5 Confidence
Reaches 80 +2/+1/+0.5 Confidence
Reaches 85 +2/+1/+0.5 Confidence
Reaches 90 +2/+1/+0.5 Confidence
Reaches 95 +2/+1/+0.5 Confidence
Reaches 100 +2/+1/+0.5 Confidence
Favored SA = 10 +2 Confidence*
Regular SA = 10 +1 Confidence*
Any Gold Award = +3 Confidence
Any Silver Award = +2 Confidence
Any Bronze Award = +1 Confidence
Every 5th Point in any VA = +1 Confidence
Each Equipped AEQ with full upgrades = +1 Confidence
Each Equipped CEQ with full upgrades = +1 Confidence

Awe Inspiring, Fearsome, Intimidation, Natural Leader, Go To Guy, Prime Time, Clutch
Every Fifth point in the following VAs would also add -1 Confidence

I have not greatly checked this, but I did run through one of my guys who is 1400 SP level plateau dot with a single silver Award, 4 AEQ CEQ and two favored SAs at 10 and 4x15 1x13 in VAs (none in the special list), and he comes out with a 68 Chemistry using the above system.
Sounds about right to me.
Retrofitting -
Easy to make this fit in. Refund to the player the SPs spent on Confidence. Training is lost, sorry bout that. Give Resets to the penalized VAs. Recalculate everyone's confidence.
