One good idea, allow us to be able to convert a private instant scrimmage (not a regular friendly) to a public scrimmage so it can be viewed.

Updated to show favor in addition suggestion

Or:

"have a tick box on the replay that says something like "make this play viewable to public" this way the game isnt exposed to any scouting and we can maybe improve the bugs that are happening in this game."

If it was sent to the opponent as a request which when accepted would go into effect, yeah sure why not.

The better to bug fix.

The suggestion is for instant scrimmages only (could be for all scrimmages though), but to add to the suggestion...

In "Scrimmage Options" have an "Accept private scrimmages Only" option.

This would eliminate the need to have both owners have to wait for the other to agree, when it would already be established that they prefer private scrimmages or that it doesn't matter.

This would also be nice because we would like to have others scrimmage us, but we do not have much control over if they set it as private or not. That option is usually solely with the one who schedules the scrimmage.

Hope this doesn't confuse the OP

This is for instant (quick) scrimmages. As it is now, if you schedule an instant scrimmage you can make it private or not private, leaving the decision to do this up to the owner scheduling the instant scrimmage. So I don't see why the other team would have to accept the request to make it public.

i just posted something about this in my teams forum, but my suggestion was slightly different..

basically most of the time the reason for owners/agents wanting to make scrims viewable to the public is because of replays that have bugs, examples or just damn right awesome stuff in them, so my suggestion would be to have a tick box on the replay that says something like "make this play viewable to public" this way the game isnt exposed to any scouting and we can maybe improve the bugs that are happening in this game..

Edit:

Maybe having a limit of 3 plays would be good aswell

It would be easier than making an entire game, agreed upon by 2 teams, to simply be able to have a "check box" to allow a single play become "viewable to all". Not only would this enable Mods to look at bugs and such, but then those plays could even be voted on as top plays. Heck... you could still keep the "both teams agree" part... but I don't see why since being able to view a single play doesn't mean you can glean a boatload of scouting info for an upcoming game... it just means you might think you've got a handle on one particular offensive play/defensive play. Make the entire game viewable and you expose everything (which is why private scrims even exist.)
