Due to the recent changes in leveling, the Pee-Wee leagues are dying a slow death. This is mainly due to the fact that any player who joins Pee-Wee can’t make level 79, but instead are limited to level 76. Thus most players who plan on going to the upper levels are joining the Rookie leagues. This means fewer players to populate Pee-Wee teams and the number of CPU Pee-Wee teams is growing. A lot of Pee-Wee teams are also no longer boosting or buying CEQ due to the weakness of competition in the Pee-Wee leagues. This just isn’t a good situation for anyone.
The appeal of the Pee-Wee leagues is the ability to recreate a team and/or players new every season. You can fine tune your AI’s and/or builds by making tweaks season after season or quickly make adjustments when GLB changes the SIM to what works within the new SIM changes. It also allows people to do a lot of experimentation with builds, tactics, offensive & defensive play calling, etc. Plus recruiting is different and much easier. Instead of hunting for players with good builds that will fit into your team’s system, in Pee-Wee, you just hunt for agents who will build you some players and they just follow your build guide. Upper level teams tend to be locked into a specific style of play and have to spend a lot of time recruiting. Pee-Wee just offers a lot more freedom. The only down side is in Pee-Wee, you are stuck with lower level players, which is why many upper level owners & agents just don’t bother with Pee-Wee.
My idea is this…Make Pee-Wee a true niche league with different leveling rules than any other league. For this new Pee-Wee league to become popular and profitable again, GLB needs to make it something special that will attract owners and agents not only from the current Pee-Wee leagues, but from all leagues. To do this, this new Pee-Wee league would need more mature players as that is the single biggest factor keeping most of the upper level owners/agents away.
For this to work, GLB would need to make all Pee-Wee players one&done only and make it so there is no way for Pee-Wee players to be on anything but a Pee-Wee team. Probably would also need to limit Pee-Wee teams to only being able to scrim other Pee-Wee teams due to the different leveling rules.
The big question is how to make these new Pee-Wee players more mature so this new league attracts upper level owners/coaches and how mature these players are to be. There are way too many factors here to come up with one idea. Plus this would probably require a decent amount of coding on GLB’s part to implement, so not sure what is and isn’t possible. All I can do is throw out a few ideas, and others are welcome to add their own ideas, but in the end, GLB will likely do what is easiest to code and we simply don’t know what that will be.
Here are a few ideas on how to make players in this new Pee-Wee league more mature. Probably would need to implement a couple of these to make the players mature enough to attract upper level owners/agents…
1. Speed up XP so you gain levels quicker and gain more of them in a season than other leagues.
2. Have all skills at creation start at a higher base value instead of 10 to allow for more developed players at the same level.
3. Remove the leveling caps so players SP’s go farther.
4. Bump the power of training so players are more developed.
5. And lastly, allow PW players to start at a higher level than 1.
I am sure there are ways to increase the maturity of builds in this new Pee-Wee league, but these were the ideas I came with off the top of my head.
As far as where to start players off at and how high to take them, my suggestion would be to start them in the maturity range of a level 10-20 player and have them finish the season in the 40-50 range. That’s a good maturity level, not too high and not too low. Exactly how GLB does this is up to them, but if anyone has ideas, feel free to post them.

Do away with boosting, but make it so you only get 50% of flex spent on Pee-Wee players back. That’s a little over ½ of the flex lost compared to a current fully boosted player. But with an entire league of this, that’s a lot of profit for GLB. This should attract more owners/agents is players will be about half the cost after CEQ of a normal fully boosted player. But with a league full of these players, you won’t see the disparity of non-boosting teams vs boosting teams and every player will be at the same level. While more expensive than a no-boost, no-custom team, it’s still cheap enough so people on a budget should be able to afford players in this league.
As for players, do away with game XP, but make daily XP 1000, which means you gain one level per day the entire season. Start a player out at level 9 so they are level 9 throughout the pre-season, but turn level 10 on day 0, and should hit level 50 on day 40. Training and VA’s would need to be accelerated some so a level 50 PW player isn’t weaker than a standard level 50 player. Also start all PW players with a base value of 25 instead of 10 at creation and give them more initial SP’s so they start at a higher maturity level, ie a powerful level 9. And lastly, either do away with leveling caps, or move the caps back 1-2 levels so player’s SP’s go farther. What this does is starts a PW player at a slightly more mature build, ie a strong 9, then they level up once per day with accelerated training & VA’s up to level 50 by the end of the season with a PW level 50 being somewhere in the ballpark of a normal level 50 player. Not sure this is the best idea or is even doable by GLB, but it’s what I would like to see.
