From the following thread in response to the problem of defenses automatically closing in on the QB once he tucks the ball:

I would be in favor of vision checks to see if the QB is rushing. Make all defenders undergo vision checks whenever the QB leaves the pocket at all, regardless of whether or not the QB has tucked the ball. Defenders should not "know" that the ball is tucked.
This way defenders can fail the vision check in one of two ways. They can either fail to see the QB rushing and continue to maintain coverage or they can have a false positive where they leave coverage to chase the QB, when the QB has not tucked the ball yet (potentially leading to an uncovered receiver). It would be difficult to exploit (because it would be dependent on the defender's build rather than a sim feature) and it would add value to dual threat and scrambling QBs.
Then to balance it out even more, make the vision check a lot more difficult when in man coverage, easier when in zone, and even easier when set to QB spy.
My suggestion is pretty straight forward from that quote, but I'll expand a bit.
All defenders undergo vision checks during pass plays when:
A. The QB leaves the pocket (regardless of whether the QB has tucked or not)
B. The QB has tucked the ball but is still in the pocket.
This should happen every x number of ticks that the QB is either outside of the pocket (A) or has the ball tucked (B).
One of four things will happen as the vision checks take place:
1. If the QB is scrambling (ball NOT tucked) and the defender passes the check, the defender stays with his assignment (Only applies to A)
2. If the QB is scrambling (ball NOT tucked) and the defender fails the check, the defender leaves his assignment to chase the QB (Only applies to A).
3. If the QB is running (ball IS tucked) and the defender passes the check, the defender leaves his assignment to chase the QB (Applies to A and B).
4. If the QB is running (ball IS tucked) and the defender fails the check, the defender stays with his assignment (Applies to A and B).
If the defender is in man coverage or set to pass focus, he will receive a bonus to passing the vision check when the QB is scrambling and a penalty to passing the vision check when the QB is running (i.e. the defender will be more likely to stay with his assignment whether the QB has tucked the ball or not).
If the defender is both in man coverage AND set to pass focus, he will almost never leave his assignment.
If the defender is in zone coverage or set to run focus, he will receive a bonus to passing the vision check when the QB is running and a penalty to passing the vision check when the QB is scrambling (i.e. the defender will be more likely to chase the QB whether the QB has tucked the ball or not).
If the defender is in zone coverage AND set to run focus, he will almost always chase the QB.
If the defender is set to QB Spy, he will almost always pass all vision checks on the QB.

The above suggestion addresses the problem of defenders automatically closing on rushing QBs, while allowing scramblers a chance to still make a play throwing the ball. I don't think these additional checks would be too difficult to code and it doesn't add anything complicated to the sim or to tactics.
It does add some strategy for the defense and it opens up scrambling a bit. I think it's a win win.

It makes a lot of sense and as the owner of multiple rushing QBs I'd love to stop seeing the widespread superhuman response to the QB's tuck n run....if we can't have Play Action at least give OCs this!
