i'd say quit putting SP into SAs, put them all into throw at least til 83,
train the hell out of strength and agi; but i can't say for sure...

Your confidence is at 42.05 now. If you have 7 SP put them into confidence IMMEDIATELY to cap it at 49.05.
Your throwing is at 73.05 now. If you have 4 SP put them into throwing IMMEDIATELY to cap it at 74.05.
If you currently have no SP then raise throwing until 86. Normally I would agree with darncat about 83, but since you're behind you'll hit that number later so you'll have to catch up. It'll cost you SP but there's nothing you can do about it. Once you have throwing at 86 you should unlock it and continue training it as part of your quad trains.
Here's the reason I say you have to catch up. On my QB I only had to spend SP to raise his throwing to 79. However, that was at level 13. At level 16 throwing was 81, level 19: 83, level 21: 84. You're at 73 at level 16. With spending SP you'll be at level 19: 78, level 21: 81. You will have 3 points you need to buy in order to hit throwing of 100 at level 69. Before you can buy them you'll have gained at least another 2 points from ALGs. Therefore, you'll need to keep putting points into it until it's at 86.
Along with training strength and agility and throwing, I would also train stamina up to 21 or 22 for next season. After that maybe some carrying, some speed. Once you raise throwing I would raise vision next, and train while raising it so you can get a cheap point from training at the 5 or 6 cap.
If you do this you'll be able to keep him effective at the QB position for a while. Eventually, he will start to fall behind once the slow builders (like me) get their builds balanced. You're currently behind by 50SP. These build tactics won't allow you to catch up. They'll allow you to stop losing as much ground.

Nicely done, great advice right there, effective decimal point capping goes a LONG way.

Tactics seem to be largely dependent on team. How good your wr's are influences throwing style; because you'll see more drops the more you lean toward bullet and you'll see more passes deflected if you go too lofty. The open man/route distance tactic depends more on how good your o-line is. The more route distance the more time you'll need in the pocket but too short of routes doesn't maximize your yds/att. Try to find a balance based on the team around your player. Good luck.
